The venture supports rapid construction of a 1-gigawatt El Paso AI data-center campus while diversifying Meta's infrastructure financing.
Terms: BlackRock-managed funds will own 80% and Meta 20%. The parties will fund their respective shares of approximately $14 billion in development costs; Meta will contribute approximately $2.3 billion of land and construction-in-progress assets, and BlackRock will contribute approximately $4.9 billion in cash. A portion of BlackRock's investment will be funded through $12.5 billion of debt financing.
Reliance will build a 168-megawatt facility in Jamnagar that Meta will lease, with scaling options, placing AI infrastructure closer to one of Meta's largest and fastest-growing user communities.
The agreement provides for up to 6 gigawatts of AMD Instinct GPUs and aligns hardware, software and systems roadmaps, diversifying Meta's compute supply and infrastructure stack.
