Strategic Initiatives
Growth programs, investments, and their expected impact
A $920 million capital expenditure program spanning 2026–2027 to expand Silicon Photonics (SiPho) and Silicon Germanium (SiGe) capacity fivefold by the end of 2026 compared to late 2025 levels, addressing surging demand for 400G, 800G, and 1.6T optical interconnects in AI data centers.
Expected impact: Enables Tower to fulfill $1.3 billion in contracted 2027 silicon photonics revenue and capture leading market share in AI-driven optical connectivity infrastructure.
Utilizing a strategic foundry services pact with Intel to install Tower-owned tools at Intel's Fab 11X in Rio Rancho, New Mexico, establishing a capital-light 300mm capacity corridor.
Expected impact: Accelerates 300mm scaling for 65nm BCD/BCD-lite and RF CMOS/RF SOI without heavy greenfield CAPEX, serving North American automotive and 5G RF front-end customers.
Collaborative sharing of a 300mm facility (Agrate R3) in Italy with STMicroelectronics to ramp production of power management and automotive chips.
Expected impact: Addresses European Tier 1 automotive demand for geographic supply diversity and high-margin specialty nodes.

Strategic Partnerships
Tower signed an agreement in March 2026 to restructure its TPSCo joint venture. Under the agreement, Tower will take 100% ownership of the 300mm Fab 7 facility in Uozu, Japan, while NTCJ takes full ownership of the 200mm Fab 5. This gives Tower full control over its high-growth 300mm capacity expansion.
Terms: Tower will take full ownership of Fab 7's tools, operations, and business activities, with an option to purchase the existing Fab 7 building and land. The transaction is targeted to close on April 1, 2027.
Secures the supply of Indium Phosphide (InP) epiwafers essential for Tower's advanced silicon photonics platforms (including 200Gb/s and 400Gb/s modulators). It also resolves previous intellectual property disputes by establishing a broad royalty-free patent license.
Terms: Includes a minimum purchase commitment from Tower in the first year, along with a reciprocal supply commitment from IQE and ongoing minimum volume commitments.
